I'm a Monk Secondary, I'm not to high ranked in Luxon, Sunspear or titles to use pve skills effectivly, so looking for just basic mesmer skills in the domination line for PvE play.

Yes, spamming interrupts is tempting, so you're gonna need practice for that.
[skill]Power Spike[/skill] [skill]Power Return[/skill]and [skill]Power Drain[/skill] are some of my favorites. (funny, they all have power in them lol)
What are the campaigns that you have?

I have found [skill]echo[/skill] to be my biggest friend as a pve dom mesmer. It makes me more versatile, especially because I usually end up trying to do two things at once.

Side note for Mesmer’s in PVE you must know what you are against. I ran a Mesmer from scratch using only Mesmer skills and have made it thru all campaigns (have not done EOTN with Mesmer only skills PVE skills to tempting). I constantly changed my build do to the foes I would meet. If it is a heavy caster area disruption/backfires, heavy melee area empathy or illusion. I even ran "when I knew in advance that foes would be in tight corridors" I would run chaos storm X 2 with echo. Sounds crazy but if the foes have no where to run Chaos storm x 2 makes mince meat out of them.

I was gonna ask the same question as the OP.
I take Gwen Hero as a dom/monk mesmer wherever I go in PvE but thought it was time to hone up her skills.
I am a Warrior and the other heroes I use are a Fire ele nuker and an MM. I have all 4 campaigns.
This is the build I'm using:-

I wouldnt recommend putting HP on a mesmers bar....
Depends what you want to play :P I find interrupting is a lot of fun in pve and pvp.
Also warrior hate for areas with lots of melee monsters. Cluminess and Inetpitude

It's been hinted at a little here, but use skills that do damage fast or stop damage now. PvE is too fast for anything that doesn't meet this criteria. Also, know your foes and exploit them.
I personally run some of the following when playing Dom PvE:
Backfire
Empathy
Energy Burn/Surge
Mistrust
Power Spike
Shatter Enchantment/Hex
Spiritual Pain
Wastrel's Worry (in some situations...)
Wastrel's Demise
Visions of Regret
Hex Eater Vortex
Hex Breaker
I generally have a hard time picking my elite for Dom PvE because it seems like none of them work exceptionally well for PvE or my play style (as opposed to Illusion where there are too many good choices). I still like Mantra of Recovery, even though it got the crap nerfed out of it back in the day, it really helps to offset some of the long recharge times. Energy Drain also works well since you are going to be running through a TON of energy.
I almost always bring either Power Drain or Drain Enchantment, or both, to help offset the energy costs (especially when using Recovery).
Also, and this is very important, DON'T let people tell you that you should never have higher than 14 in Dom, it's a load of crap. Only go to 14 if you are using E-Surge/Burn, obviously, but if you are using any of the rest as your main skills (those that I listed anyway), it just makes stuff die faster to go to 15 or 16.

Shatter Delusion pairs well with the Enchanter's Conundrum, or with Web of Disruption - if you were going to use either of those.
